HALs should be involved in the planning of the EUSBSR Annual Forum 2013 in order to secure the involvement of local and regional authorities and stimulate all types of relevant actors to participate in the Forum. The Baltic Sea NGO Network will be present at the Annual Forum. Achievements: Several Annual Forums have taken place and had different main themes:• The first forum In Tallinn 2010 had an overlooking view and the main theme of the forum was For the Baltic Sea Region. • The second forum in Gdansk 2011 had a similar outline with a main focus on New ambitions for the Baltic Sea Region. • The last forum, in Copenhagen 2012, had a clearer ambition to invite the academia and the business sector to concentrate on Connecting Europe – Smart and Green Partnership. This is most likely the reason for the substantial increase in participation from the business sector in the Copenhagen meeting; from less than 3% in Tallinn to 22,5% in Copenhagen.
