Enhancing Employability of Unemployed Persons through New Forms of Employment and Sharing Economy

22 million persons in the EU-28 were unemployed in November 2015, and more than 12 million people who have been unemployed for over a year. The unemployment rates among the youngsters were also very high in 2014, being it 22.2 %. This has social consequences for the persons concerned, a negative impact on growth and public finances and in poverty rates (Eurostat).Self-employment (SE) and entrepreneurship (EPS) are options for unemployed people to get back to work. Promoting them is relevant for European policymakers due to its strong potential to create jobs (Europe 2020 Strategy). Sharing Economy (SHE) and New Forms of Employment (NFE) could facilitate the achievement of increasing job creation through SE and EPS. SHE, characterized by peer-to-peer based sharing of access to goods and services, has emerged in the business world. It´s accompanied by a conceptual transformation that sees the collaborative work or consumption as an important potential source of employment in the coming years. NFE have also emerged characterized by unconventional work patterns and places of work or by the irregular provision of work that have transformed the traditional one-to-one relationship between employer and employee. - BARRIERS to boost SHE and NFE among Long Term and Young Unemployed are: • Lack of knowledge about how SHE and NFE dynamics and related ICT tools can boost EPS and SE. • Lack of education about EPS and related competences• Lack of e-skills needed to boost EPS and SE• Lack of knowledge about NFE and related ICT tools among decision makers in the companies seeking specific profiles for recruitment and selection purposes. • Other Specific barriers include: access to funding, difficult access to markets...- The OBJECTIVE of co-LABOURative LAB project will be to increase the competences of the LTU, Young Unemployed and HR professionals (target groups), about how to exploit the SHE and NFE to enhance EPS and SE opportunities, through the transference of innovative knowledge and tools based on work-based learning knowledge, collaboration between trainees and exploitation of ICT Tools in these fields.- SPECIFIC OBJECTIVES are: • Provide the trainees with the necessary awareness and knowledge about the SHE and NFE dynamics. • Facilitate the trainees the development of their own EPS and SE Plans • Facilitate the trainees the acquisition and improvement of competences to boost their EPS and SE Plans• Facilitate the trainees the acquisition of knowledge to deal with specific topics like: access to funding and access to markets. • Connect employers and work seekers in the same training environment. • Provide the trainees with real and collaborative work approaches. -Next PARTNERS from 5 countries will participate:- 4 CHAMBERS OF COMMERCE involved in activities for promoting EPS and SE among target groups- 1 expert Association (FORBA) in labour markets and, SHE and NFE.- 1 expert Consultancy Firm (COORDINA) in developing innovative Training Programs for unemployed persons.The next RESULTS will be obtained;- A Co-Created Methodological Guide will be developed, with the direct participation of End Users, and with the main objective of determining the key contents, methodologies and tools for improving the competences of target groups for increasing their EPS and SE opportunities through the exploitation of SHE and NFE.- Training Materials addressed to the target groups, facilitating the exploitation of Sharing Economy and NFE - Design of Experiential Training Activities addressed to the target groups for facilitating the exploitation of SHE and NFE - Development of an e-Training Platform, for supporting the implementation of Training Materials and Experiential Training Activities.- Creation of 4 co-LABOURative LAB UNITS in the Chambers of Commerce in order to ensure the sustainable exploitation of the project after the project lifetime- Development of Dissemination Actions addressed to the European collectives related to target groups.VALIDATION ACTIONS will be organized on each country, based on the implementation of Training Materials, Designed Experiential Activities and e-Training Platform, involving 40 persons from the target groups. Evaluation and analysis will be done. Project Activities will be completed with Management and Implementation actions IMPACT during the project lifetime, co-LABOURative LAB will benefit:• 140 LTU and young work seekers (35 in Slovenia, Spain, Greece and Bulgaria) will be trained, through their participation in the validation actions• 20 HR Directors professional (5 in Slovenia, Spain, Greece and Bulgaria) will be trained, through their participation in the validation actions• 3000 LTU and young work seekers (600 persons in Slovenia, Spain, Greece, Austria and Bulgaria), will be aware, through the dissemination actions • 150 HR professionals (30 in Slovenia, Spain, Greece, Austria and Bulgaria) will be aware, through the dissemination actions
