EMPOWER.MENT - Empower ModEl iN Transfer

This project was based on the findings of a desk research on Italian and European official school reports and statistics (MIUR, Istat, Invalsi and Eurydice European Unit, Reports produced by the European Commission) on the state of art of the effective application of self evaluation procedures and models of quality management systems at general and vocational institutions in Europe. The research has been combined with a pre-survey of needs conducted within General and Vocational schools in Italy, Austria and Romania (field research). It turned out that in Europe only since a decade a process of building an evaluation system has been established in order to ensure the transparency of the work and achievements of the school service (Value Eurostat Key Data on Education in Europe 2009).The proposal intended to transfer in other educational contexts (upper secondary schools) a Quality model already developed in a pilot project (EMPOWER 2006) under the Leonardo Da Vinci Programme (EAC/11/04) about school management and education school services with a particular focus on immigrant students. The project Empower.ment aimed at transferring the innovation that has been generated to other schools and at consolidating the innovation already obtained within the schools that had participated in the previous experimentation with the support of institutional partners interested in guaranteeing the continuous improvement of the scholastic services and learning results of students. EMPOWER.MENT (EMPOWER ModEl iN Trasfer) directly involved all school actors by designing an updated version of the model with particular attention for all disadvantaged students. The main outcomes were the model general design, the Guidelines for its application, self evaluation reports by the participating schools, diffusion of a Quality culture and procedures amongst educational and vocational organizations, protocols of agreements between schools and Trade Unions, training paths for didactic managers and seminars on the methodology, etc.
