The Project will be carried out by Limbazi Secondary school No. 3. From 2011 it has widened its functions by incorporating as a Structural unit the previously independent Youth and Adult Evening (Shift) Secondary School that offers formal and informal education to adults and youth from the age of 16. A part of students in the structural unit acquire secondary education through distant classes, not all the students have adequate level of study motivation, several are on the border of dropping out from the study process. Since 2014 the school has been delegated to undertake the function of adult education assistance in Limbazi county. An effective and competent management and staff equipped with modern educational methods and tools for work in the class and online are needed to manage an educational establishment with such a wide range of target groups, maintain competitive level of study results and enlarge the school capacity. The objectives of the project are:• Improve the managment competences for effective school administration;• Promote the creation of adult education system in the county;• Update teaching methods for adults by creating stable online study platforms with the help of ICT. • Look for new approaches and possibly find solutions in work with dropouts among youth and adults thus contributing to the development of human resources in the county. Job shadowing in an eductional institution with similar functions was chosen as the most effective method to reach the objectives of the Project. Folkeuniversitetet Midt-Norge (Norwegian People’s University) agreed to share their experience both in work with adults and projects with NEETs. To get a possibly wider insight into the work of the partner organization and to take over the experience of our colleagues in a possible shorter time, it was decided to carry out the mobility simultaneously by five participants who would do job shadowing in five different fields: the head teacher of Limbazi Secondary school No 3. will shadow the work of the university department manager to improve management competences of a multi-functional school, the manager of Limbazi school Structural unit will take over the experience of the partnerschool in coordination and support of adult education, and cooperation with other institutions. ICT specialist will acquire online study platforms to use for distant teaching and learning while the foreign language pedagogue will take over the best experience of online teaching and assessment methods. The social pedagogue get acquainted with methods used by specialist who works with NEETs. The Project will result in an effective management of a multifunctional school, creation of adult education system in the county, an improved flow of information and cooperation with partners. New study programmes will be worked out for online teaching, usage of ICT possibilities in formal and informal education will be diversified. Communication and management competences for work with youth and adults with low study motivation level will be acquired. The school will be able to offer modern lifelong learning possibilities, in long terms the staff will contribute to the development of county human resources.
