DISTRICT - Developing Industrial Strategies Through Innovative Clusters and Technologies (DISTRICT)

DISTRICT is based on methods tested by European regions in the framework of the ERDF regional programmes for innovative actions with a view to developing interregional networks and providing support for regions with such programmes on the theme of “regional economies based on knowledge and technological innovation”. DISTRICT aims to improve the general conditions for a transition from industry-based regional economies towards a knowledge-based development model. This objective is shared by all the partners and represents an important part of the Lisbon strategy as well as a key element of a new EU Cohesion Policy. Overall objective / Objectif général The general objective of the operation is to make better use of and increase the knowledge generated in regions during the expansion of industrial economies in order to improve the capacity of clusters and of SMEs and to allow them to enter new market niches and obtain high levels of qualified labour. DISTRICT will focus on cooperation in three areas: (i) clusters and networks of businesses; (ii) innovative projects by SMEs with universities and technology centres; (iii) funding of innovation, investments, venture capital, start-ups and spin-offs. Expected results / Résultats attendus DISTRICT will help to: • Diversify and strengthen economic systems in partner regions by improving their innovation systems. • Improve capability for drawing up and implementing regional innovation strategies. • Build and sustain new partnerships. • Improve the quality of partners’ programmes under Objectives 1 and 2. • Assist EU, national and regional policies with new examples of good practices. DISTRICT should achieve the following results: • A programming framework for SMEs and technology clusters. • Creation of new transnational links among enterprises. • Exchange of good practice for business networks. • Transfer of technology between scientific institutions and SMEs. • New measures for financial support for start-ups and spin-offs. • Testing of innovative pilot measures.
