PROJECT
FINISHED
After Serbia became an official candidate in October, 2011 demand has increased on the Serbian side to complete methodological documents which can promote the development of strategic planning according to EU conform methodology. The same applies to Hungary and especially to the SGP region where no territorial strategic document is available at the moment. Also it needs to be emphasized that from 2014 a novel approach will be required in programming and spatial planning as complex and integrated programmes will have to be implemented with clear objectives and measurable indicators. Although the Regional Spatial Plan of Authonomus Province of Vojvodina represents integral strategic spatial plan for AP Vojvodina we must highlight that both Hungarian and Serbian documents lack jointly prepared, detailed and cross-border programme elements as well as analysis focusing on marginalised settlements and areas in Programming Area. The project, reflecting on the fact that Serbia will receive an extensive amount of EU subsidy, aims to develop capacities on both sides of the border for the preparation of joint regional strategic documents for the upcoming 2014-2020 EU financial period by carrying out a comprehensive training programme. CODEX also aims to overcome the above mentioned deficiencies by carrying out surveys, and preparing joint methodology on complex and integrated spatial planning aproach providing practical help to territorial planning and program assessing. Considering the emerging demands on both sides, key activities based on the surveys and the methodology include the preparation of an Implementation Programme and Action Plan in Serbia and also a recommendation package for spatial development strategy for the period of 2014-2020 in South Great Plain region. The professional content will be made availabe through a Hungarian-Serbian-English language homepage. Achievements: After October 2011, when Serbia became an official EU candidate, a demand for completing methodological documents emerged and this could aid the promotion of the development of strategic planning according to EU conform methodology. The same applies to Hungary, and especially to the South Great Plain region. It also needs to be emphasised that from 2014 a new approach is required in programming and spatial planning, since complex and integrated programmes with clear objectives and measurable indicators have to be implemented. Although the Regional Spatial Plan of the Autonomous Province of Vojvodina represents the integral strategic spatial plan for the province, both Hungarian and Serbian documents lack jointly prepared, detailed cross-border programme elements as well as analysis of marginalised settlements and areas covered by the cross-border programme. This project aimed to develop capacities on both sides of the border for the preparation of joint regional strategic documents for the upcoming 2014-2020 EU financial period through the conduct of a comprehensive training programme. CODEX also aimed to overcome the above mentioned deficiencies by carrying out surveys, preparing joint methodology on the complex and integrated spatial planning approach and providing practical help for territorial planning and programme assessment. The activities based on the surveys, as well as the methodology, included the preparation of an Implementation Programme and Action Planin Serbia and also a recommendation package for spatial development strategy for the period of 2014-2020 in the South Great Plain region.
