Cooperation in collaborated Creation of Waste Management System in Pskov Region (Appropriate waste management in Pskov region)

The current situation with unsorted collection and dumping in Pskov region is characterized by increased pollution and uneconomical use of resources. The project's main objective - stimulation of economy and improvement of environmental condition in frontier territories by experience transfer in reduction of the sorted waste amounts and implementation of the systems of waste management and secondary resources management. The project' s sub-objective is the development of neighbourly relations and further collaboration in environmental protection. Considereing the target of the project, partnership of Pskov Branch of St. Petersburg State University for Engineering and Economics (ENGECON), Latvian association of waste mangement (WMAL) and Porhov district administration (Pskov region), has been established. The project is to be implemented on the district territory. The main provisions: a) public information on the project activities; b) holding 1 conference in Pskov and a seminar in Latvia;c) training of target groups, including: Porhov district administartion and sanitation enterprises; d) experimental sorted waste collection and recycling; e) design of technology for sorted collection, recycling and utilization of secondary raw materials; f) elaboration of the Municipal Waste Management Programme. Expected outputs: publication of conference materials (Pskov) and seminar materials (Latvia); handbooks on sorted waste collection; software for waste inventory; new web-site; mapping of dumping areas; sanitation of the landfill territory; specialized container sites for sorted waste collection; 1 collection truck; 1 waste press; 1 shredder; training courses for target groups; the program of retraining courses for municipal employees, collaborated sanitation of the territory. Expected results: dissemination of European experience in waste treatment in Porhov district; public ecological education; scientific advancement of ENGECON and WMAL staff, integration of scientific theory with practice. Realization of the Project will facilitate the sustainable system of local public involvement in discussion and decision-making, as well as launch the process of proper waste management, with knowledge transfer in the region. Expectedly, it will facilitate cooperation of ENGECON and the University of Latvia in further joint projects and will conduce long-term friendly cross-border links between Latvia and Pskov region.
