Construction-related Language Learning for Low-skilled Migrant Workers

The European Construction sector is staffed by high levels of low-skilled migrant workers who in many cases lack host country and work-related language skills. Construction also accounts for the highest proportion of accidents at work among all sectors. Existing data suggest a higher accident rate for migrant workers. Experts consider language deficiencies as a barrier for improving safety in the workplace and for successful social integration. The project aims to develop language learning materials tailored to the specific needs of low-skilled migrant workers. The materials comprise learning units on: - construction specific language - language in health protection and safety - social interaction with colleagues The materials will be developed for two different learning environments: a class-room environment for times of unemployment when migrants are often sent to language courses by Employment Agencies. In periods of employment language learning can be organized either directly on construction sites or close to the working place – e.g. in container-like classrooms on big construction sites or on weekends - with the help of mentors (learning facilitators) such as migrant community ‘leaders’ on construction sites with good host country language skills. The learning materials to be developed include a video and supportive text-based materials for each of the 3 themes for use either as a ‘toolbox’ or on an e-learning platform. The materials in DE, EN, ES, FR and NL will be strong visuals in simple language. The main need is for comprehension and speaking skills (level A1/2). The learning materials can be used by a potentially impressive number of migrant workers on an individual/migrant community/company basis/in VET centers in construction and in language courses for unemployed migrants. Especially VET centers in construction could offer such courses as a significant proportion of applicants or apprentices fail because of deficient language skills.
