Climate Change Adaptation by Spatial Planning in the Alpine Space (CLISP)

Climate change impacts, esp. growing risks from natural hazards, increasingly threaten settlements, infrastructure, lives and future development in the Alpine Space. CLISP aims at preventing increasing climate change-related spatial conflicts, vulnerability, damages and costs by providing "climate proof" spatial planning solutions as a substantial basis for future sustainable territorial development in the Alps. As climate change adaptation&mitigation is a novel field for spatial planning policy and administration, CLISP is a strategic pilot project. Its main pillars are assessment of the vulnerability of Alpine regions/municipalities to climate-change related risks, evaluation of the "climate change fitness" of current spatial planning systems and intense risk communication & governance in model regions. finally building the basis for the elaboration of "climate proof" spatial planning strategies for the Alpine Space & the Alpine countries and providing practical support for sustainable development decisions on reg./local level. Achievements: The goal of CLISP was to strengthen spatial planning institutions on all levels by providing the knowledge and tools needed for a spatial development that is prepared to cope with the challenges by future climate change impacts. Therefore, vulnerability maps were elaborated for each Model Region combining anthropogenic and natural climate related risk factors. Besides, options fostering the climate change fitness of the national planning instruments were identified and a evaluation tool for planning practitioners was designed. The developed guidance for risk governance in spatial planning built upon the experiences made with local stakeholders and planning experts concerning risk communication and dialogue. The transnational planning strategy combines all gained knowledge and is now the framework paper for climate change fit spatial planning in the Alpine Space. All results were presented to policy makers, planning experts and the general public on the final conference
