Objectif général :Le projet CAMIS – EMDI+ a pour but de mettre en œuvre une politique maritime intégrée dans l'espace Manche tout en stimulant des coopérations concrètes entre acteurs. Le projet propose de développer un cadre pour une gouvernance maritime (stratégie maritime intégrée, instance de concertation entre acteurs), de créer un centre de ressources pour la coopération et la gouvernance de l'espace Manche, de faire émerger des pôles de compétences transfrontaliers et de mettre en place une stratégie coordonnée de transport transfrontalier et de renforcer l’organisation des collectivités locales face au risque de pollution maritime accidentelle.Ce projet fait suite au projet EMDI (Espace Manche Development Initiative) financé par le programme Interreg IIIB Europe du nord Ouest. Ce projet a fortement contribué à la structuration de la coopération Arc Manche entre 2004 et 2008 : élaboration d’une vision stratégique, expérimentation de nouveaux domaines de coopération, meilleure connaissance de l’espace Manche et de ses enjeux.Principales actions :- Gouvernance maritime : Elaboration d’une stratégie maritime intégrée pour l’espace Manche. Mise en place d’un forum de la Manche.- Centre de ressources de l’espace Manche : Recensement et analyse des organisations et des acteurs : innovation / transports / formation professionnelle. Recensement et analyse des projets : innovation / transports / formation professionnelle. Développement d’un centre de ressources sur Internet.- Développement des clusters et benchmarking : Identification des possibilités et développement de clusters transfrontaliers. Benchmarking : innovation / transports / formation professionnelle- Transport maritime et intermodalité : Transport transfrontalier : analyse du système de transport dans l’espace Manche et définition de recommandations. Sécurité maritime : renforcement de l’expertise et amélioration de la capacité d’intervention coordonnée des collectivités locales.----------------Main objective :The aim of this project is to develop and implement an integrated maritime policy in the Channel area whilst fostering concrete co-operation between stakeholders. It seeks to set up a framework for the maritime governance (integrated maritime strategy, consultation body for stakeholders), to create a resource centre to support co-operation and governance in the Channel area, to foster cross-border clusters and to strengthen the local authorities organization when faced with the risk of maritime pollution incidents.CAMI ensues from the EMDI (Espace Manche Development Initiative) project financed by the INTERREG IIIB North West Europe programme. EMDI strongly contributed to the development of the Channel Arc Manche co-operation between 2004 and 2008: working-out a strategic vision, testing new co-operation avenues, developing greater knowledge of the Channel area and the issues at stake.Main actions :- Maritime Governance: Implementing an integrated maritime strategy in the Channel area, Setting-up a cross-channel Forum- Cross-Channel Resource Center: Inventory and analysis of organizations and stakeholders : innovation / transports / vocational training, Inventory and analysis of projects : innovation / transports / vocational training, Creation of an online resources center.- Cluster development and benchmarking: Identification of opportunities and development of cross-border clusters, Benchmarking : innovation / transports / vocational training- Maritime transport and intermodality: Analysis of the transport system in the Channel area, followed by recommendations. Maritime safety : reinforcement of the expertise in the Channel area and improvement of the coordinated response capability of local authorities. Achievements: Principales réalisations /résultats :- 1 document « Stratégie maritime intégrée de l’espace Manche » élaboré.- 1 réunion du forum de l’espace Manche organisée le 19 octobre 2010 à Exeter.- 1 comité scientifique de l’espace Manche mis en place.- 1 bases de données réalisée d’acteurs et de projets sur l’innovation, les transports, la formation professionnelle, la connaissance de l’espace Manche et la sécurité maritime.- 1 étude franco-britannique réalisée sur l’innovation et les clusters maritimes.- Participation à des évènements tels que Seagital les 8 et 9 juin 2011 au Havre.- 1 Etude franco-britannique réalisée sur les infrastructures de transport actuelles et futures et les flux de marchandises et de passagers.- 1 conférence organisée pour sensibiliser les collectivités locales au risque de pollution maritime accidentelle (Fécamp - janvier 2011).- 1 étude franco-britannique réalisée définissant les recommandations conjointes d’amélioration de la sécurité maritime et de la gestion des pollutions maritimes.----------------Main achievements :- Redaction of the document “Integrated Maritime Policy in the Channel Area”- Organization of the Cross-Channel Forum in Exeter (10/19/2011)- Setting-up of a scientific committee for the Channel area- Realization of a projects and stakeholders database in the field of innovation, transports, vocational training and knowledge relating to the Channel area- Realization of an Anglo-French study on innovation and maritime clusters- Participation to different events such as “Seagital” in Le Havre (8/9 June 2009)- 1 Franco-British study on present and future transport infrastructures and on flows of goods and passengers- Preparation of an awareness raising conference on maritime pollution risk for local authorities in Fécamp (January 2011)- Realization of an Anglo-French study defining joint recommendations to improve maritime safety and maritime pollution management.
