CAPACITY BUILDING OF ENVIRONMENTAL MANAGEMENT UNITS IN METAL SECTOR

In the framework of the principles established by Europe 2020 strategy and Education and training 2020, the project intends to establish a strategic partnership between social partners, research institute, educational/academic institutions, in order to strengthen their cooperation and fruitful exchange of good practices in the field of environmental policies. An analysis on current situation in terms of environmental laws and regulations as well as environmental systems in enterprises in Turkey shows that blue-collar workers aren’t included in legislation but they have their place within the system in certain multi national companies.
While selecting partners for the Project, based upon the need analysis, we contacted institutions in EU countries specialized in environmental management in addition to organisations from countries where multinational companies that have operations in Turkey are active as well. In order to create appropriate training content and materials, which can be integrated with the system in Turkey, a Pedagogical Committee will be established. Members will be identified in the first meeting by all project partners and include academicians from all partner countries, environmental experts from Fiat and Indesit, active in both Italy and Turkey as well as from Erdemir iron-and-steel, active both in Romania and Turkey along with representatives of coordinator organization and project partners. Content and materials for the training of green-collar environmental support staff, which is identified as a need for Turkey, will be prepared as an out of Pedagogical Committee meetings and technical visits to be paid to companies active in the sector. This will ensure that training materials will be effective and adaptable to circumstances in Turkey. These training materials will include textbook, CD, training videos, social media accounts and Open Education Resources (OER) Platform. Soft copies of videos, slides and textbook document will be uploaded on Open Education Resources (OER) Platform so that they will be accessible to all interested parties. Coordinator organization is committed to keep it accessible by covering the costs and ensuring coordination of the Platform for 5 years following the end of the Project. In addition, a 3-day seminar will be organized in Turkey in order to inform 20 selected trainees (15 members of Turkish Metal Workers’ Union and 5 members of Sindicatul Liber Independent ICA, all male and female blue-collar workers) on current situation analysis on environmental systems and legislation as well as objectives and potential benefits of the Project with the aim of testing the content and measuring its effectiveness. The costs of this seminar will be covered by Turkish Metal Workers’ Union, which will also organize a 1-month Italian language course in Turkey for the above-mentioned 20 trainees (in order for them to be able to have sufficient Italian language skills to meet their basic needs during their stay in Italy). Trainees will receive a certification of participation at the end of the course. Having become more active and motivated before the main training, the trainees will attend a 2-week theoretical and 2-week practical training consecutively in Italy. After the training, which will be delivered in accordance with the content and materials prepared by the Pedagogical Committee, trainees will receive a certificate of participation. In order to disseminate all the Project outputs to wider audience, it will be ensured that high-level management and experts from multi-national companies which have operations in Turkey as well, experts from relevant trade unions and civil society organizations, teachers and students from vocational high schools and colleges, academicians and representatives from relevant public institutions participate in the conference to be organized in Italy. This will attract attention to the Project and will encourage enterprises to make use of project outputs. Furthermore, within the scope of dissemination activities, social media accounts such as Facebook, LinkedIn, local and national press, media organs of coordinator and partner organizations will be used. Copies of project outputs, textbook and CDs will be distributed. Website of the Project, Open Education Resources (OER) Platform and info days will be used in order to promote the Project and make project outputs accessible to wider audience. Finally, a closing conference will be organized in Turkey with the participation of sector professionals, experts, representatives from relevant trade unions of employees and employers, relevant civil society organizations, academicians, relevant ministries and public institutions, teachers and students from vocational high schools and colleges. This event, gathering all parties together and introducing them the training content and materials, already created and piloted within the Project, will be a major step in terms of integration of the system.
