In youth policy, youth participation is the basis of sustainability of all emerging dynamics. But youth participation has different contours and contexts, and not all forms of participation are true forms of youth involvement. The central government is accused of using young people to mere cosmetic effects in actions or events in which youngsters are used as passive spectators, rather than engaging them in structured processes of shared decision and reflection on the issues to which they can relate. On the other hand, young people are accused of detachment and aloofness to the public cause, without interest in direct involvement in the political process and phenomenon. Another important factor is the fact that in Portugal, only one in ten young people up to 30 years old, participates in some form Association, Volunteer work or engage on processes of social participation. Compared with European partners, we are light-years away from their reality. In the Netherlands alone, eight out of ten young people up to 30 years old are involved in processes or dynamics of social involvement. In this context, the concept of participation seems an empty and worn out. This is how we intend to move several steps up the ladder of youth participation and bring the debate to the concept of Youth Protagonism, using the process of structured dialogue between young people and policy makers in youth matters. We understand Youth Protagonism as the process in which young people are decision-makers, implementers and evaluators of all phases and steps of actions and projects in which they are involved, as well as assuming the responsibilities and consequences for their failures and successes. Although young people are the central actors, Youth Protagonism is a process of shared power, where young people are not above other actors, on the contrary, involve them at all stages of the decision-making process. We consider Youth Protagonism the real expression of true youth participation. Promote it is to develop the emancipation of skills and training of the qualities of youth communities involved. It is within this premise that the PASEC decided to develop this project. Also, this is one of our core objectives as a youth association. The National Seminar for Youth Protagonism aims to reflect, deepen and share experiences related to the dynamics of youth participation from the slogan "Young people that participate and decide." The main objectives of the seminar, meeting the priorities and objectives of the Erasmus + program, and also based on the premises of European cooperation in the youth field, are: - Prepare and present, in structured dialogue with policy makers, a "Strategic Plan for the Promotion of Youth Protagonism in Portugal", within five specific areas: Education, Politics, Environment, Culture and Social Issues. It will be announced at national level, from the media and government agencies, with concrete measures based on the reflections to be develop. We will count on the contribution of policy makers and the involvement of Partisan Youth as participant-observers. - Reflect and elaborate the "Magna Carta of Youth Protagonist " with the rights, duties, areas of action and opportunity Protagonist Youth camps with input from policy makers, taking a first step towards creating a statute of Protagonist and Youth the youth participation Hostesses organizations as a political and social instrument, based on the model ladder Youth Participation; - Giving young people that are in disadvantage position, and yet, are youth community leaders, the opportunity, based on their experiences, develop their dynamic management skills and promoting Youth Protagonism processes. - Bring to the debate on youth policies the concept of Youth Protagonism amonst political parties and the political system, as well as the importance of promoting Youth Protagonism as a priority in Portugal and Europe as a booster model for a sustainable development in the long term. In this sense we intend to complement policy reforms at local, regional and national levels, and support the development of youth policies based on knowledge and evidence, as well as the recognition of non-formal learning, notably through enhanced policy cooperation, better use of instruments of transparency and recognition of the EU and dissemination of good practices. We will involve more than 200 young people directly and nearly a dozen political decision makers and youth policy experts.
