According to the first human rights agreement signed by European Union is United Nations Rights for Disabled, EU and EU members will realize the rights for disabled and carry out their responsibilities about these rights to be fulfilled. Rights that are aggreed by this Agreement embrace all political fields related to the disabled ( accessibility, employment, education, health, independent life, culture, sports and human rights) Tools to reach the objectives determined by the Agreement are: EU policies to give equal opportunities for disabled, cooperation between governments and NGOs, raise awareness, collect data and monitoring, financial support. Turkey signed Agreement for the Rights of Disabled on 30 March, 2007 and approved in 2009. In our country, activities for diasbaled to provide them with better opportunities in employment, education, health, culture,sports, human rights have been accelerated in the last decade through legal regulations, campaigns and projects.
As also stated in Agreement for the Rights of Disabled, for the objectives of providing equal rights for disabled citizens to come true, cooperation between government (state) and GNOs is inevitable.In our country, it is obvious that associations (or NGOs) for disabled in big cities work more actively and efficiently whereas those in small towns do not. besides, the number of NGOs for disabled in small towns is quite few in number.
Employers working with a certain number of employees have to employ a certain number of disabled in their firms/companies as a legal obligation and Labour Foundation (İş Kurumu) is obliged to give vocational training. These two are among the measures to increase rate of employment of disabled. Yet, there have been problems in terms of employment of disabled people or their inclusion in labour market which means that additional measurements are needed. That is why strong support from non-governmental organisations, NGOs, municipalities is needed.
As Association of Aybastı Solidarity and Assistance for Mentally and Phsically Disabled, founded in Aybastı district of Ordu, we have established a consortium with districts of Korgan, Kumru, Kabataş, Gürgentepe, Gölköy which all share the same geographical and social disadvantages. The consortium has prepared the project " Vocational Guidance Applications for Disabled in Europe" for the aim of contributing vocational guidance of disabled citizens through use of correct tools and to raise the employment level of disabled. Consortium members are the municipalities and governorships of these 6 districts of Ordu (except Gölköy, Kumru), Aybastı Life Long Learning Adult Center ,two Centers for Special needs(in Aybastı and Kumru) that are only two in number among 6 districts, and Fatsa Chamber of Trade and Commercial where these six districts are depended on legally. Our association and partner organisations are active in adult education through courses and trainng programmes.Yet, these adult education programmes are inadequate in terms of including disabled individuals. The main objective of the project is to detect the professional needs and skills of disabled people through correct tools and methodology and include them in those adult programmes so that to contribute to raise the rate of employment of these individulas.
In these six districts, the activities and level of awareness about vocational guidance of disabled and inclusion of disabled in labour market is low and inadequate.Consortium members need knowledge and experience to carry out supporting activities to contribute disabled citizens' inclusion in labour market. In the project, it is aimed to raise awareness about employment of disabled,rights of disabled, to raise activities toward vocational guidance of disabled with correct tools and toward their social inclusion in these 6 districts of Ordu as a result of a training in Europe.To achieve this objective, 20 participants from each partner will get a training of 7 days in Barcelos, Portugal. The host organisation APACI is a prominent institution working for disabled since 1978. The training will be abouttechniques and methodology used for vocational guidance of disabled. After the training it is expected to start professional and planned activities for vocational guidance of disabled citizens under the scope of adult education in 6 districts which is a large area to disseminate the project results and outcomes.
