The subject of our project focused on the communication deficiencies between feasibility citizens and municipal police. As a result of the feasibility survey, these deficiencies cause not to establish cooperation between citizens and municipal police. Moreover according to question of surveys, citizens don't define the identification and duties of municipal police. On the other hand, the rights of municipal polices are not harmonized with the EU law and EU member states practices. Our project aims: as follow: to solve the problems of the communications deficiencies between municipal police and citizens; to compare the legal rights and the definitions specifications of duties of municipal polices with the EU and Turkey. Our project arises from the mutual problems of the all association members and municipal police. The project is addressed to attend 20 participations who have skill of observation as well as open thinking about developments and the capacity about solving this deficiencies. The project start with observation on site implementing in Italy through one week. Our participation shall analyze the solution of the problems arising from the communication*source deficiencies by Italy municipal police in the street. In addition, the participation shall arrange a workshop and take some roles about some displays for expertise the problems. Moreover this workshops will answer some cause and effect about this displays. We will compare and investigate directives and legal norms in terms of objectives and authorities of municipal police. We shall define 10 main criteria in contrast to the legal norms of Turkish law concerning with the professional competence of municipal police. Accordingly, all municipal police will be educate. furthermore, new candidate municipal police will train according to these norms. Eventually, we will prepare a booklet for spreading of these norms by sending to municipalities and ministry for interior affairs.
