The European reference framework for Quality Assurance for providers of VET (EQAVET) adopted by all European countries has been designed by targeting the following objectives:- Employability- Correspondence between the supply and demand for skills and qualifications on the labour market- Better access to VET in particular for vulnerable groups-In Europe several positive and effective initiatives have been developed in particular dedicated to NEET client groups .Despite the introduction of specific tools and innovative training approach in order to increase quality, the assessment phase still needs to be improved.It is still very difficult for providers involved in VET, and for participants themselves to assess the competence on a scale of performance and importance in order to be able to plan activities and means at short and medium term.The ASSESS project consortium consists of 6 partners (training institutions, University and educational engineering consultancy) representing 5 European countries (France, Austria, Spain, Romania and Sweden). All were designed to promote social inclusion and consider that education is a key factor for social ascension. They work with populations with low educational level and / or socially vulnerable to improve their skills and know-how and facilitate their access to the labour market. The partnership proposes to transfer the continuous improvement process observed in quality management in order to improve quality towards training and accompaniment activities ASSESS approach will be based on the method of the «continue spiral of improvement» used in the process of quality management and will be based just like the wheel of Deming (PDCA) on 4 phases:-Tracking/Comparison /Planification (PLAN )-Implementation (Do)-Evaluation / measurement of filled gaps (Check)-Action/activation of the means to mobilize (Act)The expected results of ASSESS project are:A reference framework for employability skills and ASSESS indicators. The competences and skills targeted will be social and transversal .A guideline with recommendations for continuing improvement of employability.- A tool for evaluation indicators of performance and importance in correlation with the individual project and the requirements of the enterprise.- Events for dissemination in each partner country and the identification of transfer possibilities formalized in the exploitation plan.The final beneficiaries and target groups of the ASSESS project are:- Clients facing significant difficulties to access the labour market- VET providers, trainers and advisers that will strengthen their skills in the assessment of training path towards employment.- Institutions and stakeholders in charge of training policies that certify and control quality, relevance and efficiency of training curricula and courses. companies and their managers who will transfer this approach to their internal Competence Management process in order to enable that member staff with the same difficulties that ASSESS target can remain on employment The impact at the short term can be observed on:- Professionalization of CFPM managerial staff and coordination thanks to the pair work developed with IDEPROJET .- Members of partner organizations involved in the various phases of the project together with the pedagogical teams working with the target audience that will be trained to use the approach and tools implemented- clients , final users of the results that will be better accompanied in the assessment of skills and competences and the verification of their compliance with the expectations of enterprises -The companies that are part of the improvement process-Policy makers and funders who will have other criteria and indicators to measure the employability of the client groups.The medium term impact :Getting a better rate of access to employment for these client group in our respective territoriesBringing companies and training providers to co-building training offers matching with job evolution At European level, this shared framework implemented together with companies is part of the approach recomended by EQAVET to involve companies in the different stages of the cycle of Quality continuous improvement can be adopted by companies and perfectly demonstrates the interest of an evolutive and participative process across Europe in order to adapt training provision to the evolution of professional profiles and to enhance its effectiveness and its attractivenessIn seeking answers to reduce difficulties faced by the young NEETS we will hopefully contribute to facilitate their "employability
