Alternative measures to prison for young people

Italian law no. 67 was approved on 28th April 2014. It introduces the mechanism of "probation" for adults and allows the Government to introduce measures of decriminalization and make changes to the system of sanctions. The prevalent measure within the juvenile penal system is the need to find alternatives to prison time. The project focus on the target group 18-30 years. This news further qualifies the role of non-profit organizations which by their nature are working for the rehabilitation and reintegration (social and occupational) of the "weaker" members of society. The discipline of "probation" is part of a process of both social and work reintegration for the offender, a circumstance in which a synergy between the prison and the local area, and the prison and social participants is fundamental. Given this new scenario, the project aims to examine the different traditions of European states regarding "community sanctions", or the penalties or measures that are not executed through segregation but with an input from the community through new educational measures (such as employment) carried out by both public and private bodies. On the basis of these assumptions, the “Progetto H” Cooperative intends to train its workers to prepare to adopt new models of action in the construction of collaborative networks between the various parties involved in the matter (judicial authorities, defendants, ministerial departments, social services). The partner chosen to enhance the skills of the cooperative, the Freedom Gate Greece, operates in Greece and promotes psycho-social support for vulnerable groups as weel as it provides various services (e.g. information and training) to target groups that include all parties involved in the justice system and criminal procedure. The project is divided into fourth "flow" of mobility (two flows in Italy and two in Greece) in which the staff of both the Progetto H Cooperative and Freedom Gate Greece (20 people in total) deepens their knowledge of the Italian/Greek system of "Probabion" by studying the existing framework, methodologies, the networks of partnerships that are in place, the type of "offenders" and the involvement of the local community in the recovery process of the young. At the end of each experience, the “Progetto H” Cooperative as well as Freedom Gate Greece will relay to their company and their network of collaborators the concepts and skills acquired in preparation for possible applications in projects under the Erasmus Programme PLUS and other regional funding provided for both the social and youth sectors.
