For several years, a network of social organizations of the Valencia Community began to detect the need for greater government transparency and all organizations that manage public funds, subsequently entities throughout the Spanish state were involved in the network and finally this expanded with organizations from Italy and Croatia to create a European network for transparency.This project is also based on the regulation in the European Union and jurisprudence of the Court of Justice of the European Union on the one hand, the right of citizens to access information held by the institutions of the European Union (EU) is recognized expressly in Article 255 of the Treaty establishing the European Community and implemented by Commission Regulation 1049/2001 of 30 May, the European Parliament and the Council. Moreover, the Charter of Fundamental Rights of the EU guarantees the right of access to documents of the EU institutions (art. 42). In Regulation 1049/2001 the right of access is closely linked to the principles of transparency and democratic control over government and participation.Starting from this context it has defined a project for dialogue between young people, experts and politicians to find appropriate measures to ensure transparency in public management. In this project entities from several European countries will be involved, it will also be attended by government representatives of various levels from local to European and experts in transparency and new technologies or ICTs for ensure access to information.Besides the specific objective of the project is:- To create a digital platform that, through dialogue between young people, politicians, experts and social movements collect many tools and success experiences on transparency and allow public and private organizations to facilitate access to information for young people and transparency, as well as encouraging the active participation of young people in democratic life, through dynamic and fun educational games and innovative APPs.To achieve these ambitious goals entire project will be a process of exchange of best practices, successful experiences, opinions and also a continuous learning process for the young participants, policy makers and organizations involved.The core activities of the same will be two international days of debate to be held in Valencia:- I Forum e-Democracy e-participation e-transparency: ICT instruments of social control, accountability, participation and transparency. The first It will be a forum for technology transfer with the participation of young people, politicians, social movements and experts in ICTs with which will be discussed the best options based on a digital, interactive and audiovisual methodology for allowing civil society and especially young people access to information. This will last for 3 days and 75 participants, and the discussion will focus on successful practices that already exist and are implemented in various fields.-II Forum e-Democracy e-participation e-transparency: Youth and politicians for public policies of social control, accountability, participation and transparencyThe second international meeting of debate will also participate actively makers, in addition to young people, social organizations and experts together to reach agreements, political commitment and new ways of developing access to information by the young, their involvement in political life and active citizenship. This discussion forum also will last three days and include a total of 100 people in it. In this case the discussion will focus on proposals for the future to design new innovative tools that meet the demands for access to information and active participation of young people in democratic life.This structured dialogue between young people and representatives in decision-making will result a step forward in the development of European, national and regional policies on transparency and access to information, and to promote active citizenship and the involvement of young people in creating a more transparent and closer Europe to youth.Finally it should be noted that the impact and spread of this project will be very big thanks to the involvement of the government, deputies and councilors, experts from the Valencian public universities and “UNED”, the European networks belonging to partner organizations, the collaboration of over 20 social organizations from different fields (youth, cultural, NGOs, citizens, professionals, environmentalists, etc.).
