EXAMINING OF CERTIFICATION AND VOCATIONAL QUALIFICATION SYSTEM IN EU COUNTRIES In our country, determining and applying of qualifications on vocational are newly started to discuss. Countries like Turkey have problems to face like developing dynamics, changing society demands, specific to herself. Unemployment and employment are the most privileged and important issues among them. Labor market is in the need of labor with qualified skills and experience on the subject, competitive both practically and theoretically, follower of technical and technological developments on subject, applying what has been taught and improving the organization. However this, most of the labor raised on master –apprentice relationship. In develop countries those who have not necessary and enough vocational education cannot have possibility to be employed. On the contrary to this, in our country, it is nearly impossible to distinguish the qualified labor with those who claim to qualification on any work. Therefore, one of the most important problem in Turkey occurs as lack of measuring and certificating of vocational qualifications. In the process of adaptation to EU, it is vital to find out ECVET (credit transfer of vocational education) and measuring and certificating system of vocational qualifications in order to support LLP. It is also important to apply this system in our country according to EU norms and let it maintain functionally. Our project aims to lead participant managers, teachers and educators get information on new applications and methods of certification; getting continuity on certification by observing applying this on EU countries; developing common sense among countries; and creating more trustful and clear reference. It also aim to compare to countries, improve the quality and cultural exchange. Our project targets to improve skills and qualification of individuals especially youngsters. Project aims to gain qualified, efficient, continuous new skills and qualification and let it easy to access. To improve qualified labor and certificate them is among the targets. Participants of our project are to experience and observe vocational standards , internationally accepted vocational levels, education standards, nationally and internationally accepted certification, certification systems and accreditation on applying organizations. Participants are two administrators and six teachers in Adapazarı Vocational School, one administrator and three teachers from each partner organizations as Adapazarı Fatih Vocational High School, Çorum Vocational High School, Şehit Öğretmen Fatih Tekin Vocational School, Kırıkkale Gazi Vocational High School and Kırıkkale Yahşihan Vocational High School. Addition to these, one administrator and three teachers from Sakarya İŞ-KUR and one administrator and three educators responsible for the courses from SESOB. Totally there will be thirty six participants. Project will go on twelve months. Mobility to Germany will be held dates between 31st of July- 13th of August 2016.
