Project aims at strengthening citizens' participation in handling local and regional environmental issues. Experiences gained in Lahti region are utilised for establishing Local Agenda 21 in Pärnu. This is the Interreg co-project of the Tacis CBC environmental project in the 2001 application round. The first sub-project will develop contaminated soil risk assessment by means of a case study. The ground water method developed in the other sub-project will be used for procuring water and for protecting ground water.
